What the Code lists

These are the things the Code and QRL guidelines refer to. They are not a score and they do not predict a result.

Whether the charge is made out
  • Shoulder charge: contact with the shoulder or upper arm without using both arms to tackle or take hold.
  • High tackle: contact with the head or neck, and whether it was careless or reckless.
  • Striking, tripping, dropping knees and kicking charged as these: conduct must be intentional or reckless (Rule 71(2)).
  • Provocation is not a defence to a charge (Rule 71(3)).
How the grade is set
  • Degree of force and risk of injury.
  • Careless, reckless or intentional conduct.
  • Aggravating factors such as injury, or an opponent unable to protect himself.
  • Mitigating factors such as how much control the player had, or provocation.

Check the factor list against the current Code (Rule 52) and the QRL match review guidelines.

Limits and sources

  • This is not legal advice. It does not assess incidents, assign grades, verify records or decide referrals.
  • Numbers come from the Second Schedule of a 2024 QRL Judiciary Code copy. It is not yet confirmed as the edition in force. Always check your notice.
  • Community Rugby League uses a different table and is not in this version. See Part 5 on qrl.com.au.
  • Representative match fees and suspension service dates are not calculated.
  • My reading of the lesser-grade notice rule (Rules 57A and 91(3)–91(4)) needs confirming with QRL.
